THE CONSULTANCY:

IDLO is seeking a Consultant for 6 months to produce a policy brief/report and provide seniorlevel legal and policy advice on strategic issues relating to the nexus of land, gender and women’s empowerment, food security and the law.

The Consultant will work under the direction of IDLO’s Director of Research and Learning, and in close collaboration with the Gender Specialist.

The Consultant will draw from IDLO’s and his/her subject matter and regional expertise to scope and identify key themes and issues to address in the policy brief/report.

The Consultant will be asked to perform the following duties:

  • Review, analyze and map out existing knowledge and initiatives on the nexus of land, gender/women’s empowerment, food security and the law, including relevant legal, policy and institutional frameworks (including traditional/customary or informal systems) on land, gender and food security;
  • Identify critical issues, gaps, lessons and good models from past and current efforts, especially in bringing about women’s empowerment;
  • Provide quantitative and qualitative evidence, including case studies, at the global, regional, national and local levels to enrich the policy brief/report;
  • Provide special focus on two regions currently of strategic concern to IDLO, i.e. Latin America and the Caribbean and Asia and the Pacific;
  • Provide concrete recommendations on strategic legal and policy directions in the area of land, gender/women’s empowerment and food security, for policy makers and development agencies;
  • Draft, and upon peer review, revise and finalize the policy brief/report;
  • Assist in the design and implementation of effective validation exercises to confirm research findings and strategic recommendations;
  • Assist with stakeholder identification, outreach and networking;
  • Based on the findings of the policy brief/report, provide senior-level legal and policy advice and recommendations, written and oral, on strategic entry points for IDLO engagement in land, gender/women’s empowerment and food security, including identification of partners and technical guidance and support on potential pilot projects in IDLO’s regions of strategic interest for this project; and
  • Be available for regular meetings and travel, if needed.

The policy brief/report is expected to be finalized by May 2015 and contribute to discussions on the occasion of Expo Milano 2015 ‐ Feeding the Planet, Energy for Life

IDEAL CANDIDATE:

Education:

  • Master’s degree or PhD on law, gender, development, political science, or public policy and administration. Relevant experience will be accepted in lieu of a higher-level degree.

Experience:

  • Minimum of 10 years’ experience on land, gender/women’s empowerment, food security and law.
  • Minimum of 5 years’ experience on leading research-based projects on land, gender/women’s empowerment, food security, law or related subject matter at the global and regional levels. Experience in Latin America and Asia is a plus.

Technical Competencies:

  • Demonstrated expertise and relevant publications on the relevant subject matter.
  • Demonstrated knowledge of best practices established by international and national legal instruments on the subject of land, law, gender/women’s empowerment, and food security.

Language:

  • Fluency in English is required. Working knowledge of Spanish is desired.

Behavioral Competencies:

  • Demonstrated strong time-management skills and excellent ability to adhere to tight deadlines.
  • Excellent research and writing skills.
  • Availability to undertake travel if required.
